Security Print Business: ePassport Materials and Machinery

Client Business Objective
To unseat a multinational incumbent supplier to win a competitive bid for a 10-year national 2nd generation biometric ePassport contract.

Negotiation Task
Reduce the unit cost of eCovers (the major cost component of ePassports) as well as specialist machinery and materials to ensure a low cost-base to support a competitively priced bid.

Constraints
(i) The client’s technical team had effectively given the preferred vendor de facto agreement to supply their eCovers; (ii) Supply contract had to satisfy 10 strategic commercial imperatives – not just price; (iii) Limited time available to conclude a satisfactory negotiated supplier contract.

Negotiated Results
A competitive dual vendor and sub-tier component supplier strategy was employed that achieved a 47% and 41% reduction in the whole life cost of eCovers from each supplier respectively.

As a consequence, the client successfully won the tender on technical superiority with a final price equivalent to the incumbent. This successful contract award would not have been possible without the significant reduction in sourcing costs (total £45m).

Defence: Satellite Communications Services

Client Business Objective
To improve the delivery, effectiveness and value for money from the existing, long-term satellite service provider.

Negotiation Task
Reduce the whole life cost of personal satellite communications used by deployed personnel while improving the speed and reducing the complexity of establishing remote satellite facilities.

Constraints
The supplier was at the beginning of an 18 year contract. Senior military staff were dissatisfied with the supplier’s delivery of new requisitions in both complexity and time to fulfil, as well as the current and projected cost of supply. This was during an extensive, high-profile military campaign, intolerant to any service compromise.

Negotiated Results
By undertaking detailed process mapping, requirements capture, value chain analysis, financial modelling, market analysis/benchmarking and intensive supplier negotiations, a true win-win outcome was achieved for all parties. This resulted in the adoption of new efficient processes and contractual revisions that achieved improvements in service quality, shortened order to delivery times and substantial cost savings (total £110m).
